So the issue is that you are using the list all testimonials shortcode (I apologize if this isn’t immediately clear in the docs.)
The Read More URL on the basic settings page is displayed in the Single Testimonial, Random Testimonials, or Slider. The idea is that you will then have a link to the page where ALL of the testimonials are displayed (ie, the page where the [testimonials] shortcode is used.) So, the Read More Testimonials link is not displayed via the [testimonials] shortcode.
If you want a link from the list of testimonials to a full length single testimonial, you will need to be sure you are using the Read More tag from the WordPress editor inside your testimonial.

In case you are trying to show a limited list of random testimonials, try using this shortcode instead:
[random_testimonial count='7' category='client-testimonials' show_title='1' use_excerpt='1' show_thumbs='1']
If you use the Shortcode generator, it will give you the shortcode you have above and I can see how this might have been a problem.

The shortcode generator has been updated to create the correct shortcode base on the options – if that is how you ended up where you did, it is fixed!
