If you want to have a custom login page with its own text, instead of the core WordPress login screen, you will need a plugin that allows you to create a login page.

There is a free add-on for Connections with a shortcode that allows you to put a login form on a page with a shortcode. You can put your text and the shortcode on the page. Here’s the link:

It is a basic addon, and that is how it is intended, so if you require more features than it provides, you’ll need to use one of the other many freely available login plugins for WordPress.
