No shipping methods error

“There are no shipping methods available. Please ensure that your address has been entered correctly, or contact us if you need any help”.
I have activated the weight based shipping plugin and the rule. I am getting the above error, I have set the global rule. Also, added the rule when I select the shipping zones and select add shipping method. I even configured within the shipping method, yet the same error is being displayed.
Any help will be highly appreciated.
