In order for the rates to return, it is necessary to configure the shipping rules with respective carriers and services as per your need.
The possible reasons could be, incorrect configuration of shipping rules or Item qty list.
Could you please share the screenshot of your settings and enable the ‘debug mode’ and provide us that info? So that we can check and help.
Note: Please do remove the account specific info from the request as this is a public forum

I am including links the the screen shots below. I have removed the rules. I can put them back if need be.
The debug is on but nothing shows but the “There are no shipping methods available. Please double check your address, or contact us if you need any help.” message.
The module is enabled.

From the screenshots, you seem to have configured the settings fine.
So the problem seems to be with the shipping rules.
