Generally, the client initiates the OAuth SSO. Hence, the widget should be in the client application.
Perhaps, you are looking for the OAuth Client Plugin? You can find that here:

at the “ONCE ACTIVATED” section, step 2 and 3, you are referring to a Widget that should appear in “Appearance->Widgets”… maybe this is a mistake??

This step won’t be required. Looks like an issue with our steps.
You will need to just use endpoints and other credentials in the client application where you will do the OAuth integration.
