No word press theme editor

Hello – I don’t have a theme editor option under appearance. I have tried turning off plugins that I recently installed and that didn’t change it. It is not a block editor theme. I had a developer moving my site to a new domain. Any thoughts on why this isn’t showing up? Wondering if the developer hacked it. The site works fine otherwise.
