Non agent can reply ticket

Hi,
I downloaded version 7.0.8.
And I have added Support Agent to Support Centre Agent rule, and added Support Supervisor to Support Centre Supervisor rule.
An user with subscriber rule create a public ticket and another user with subscriber rule also can reply this ticket, and can close it too. Is this a bug or wrong setting?
