Same issue as you, I have a travel blog and don’t understand why suddenly it’s “commercial”.

Thanks for your patience while we got back to you about your Jetpack Stats license. You wrote:

We define a commercial site as one that you aim to make money from. This could be through advertising or affiliate links, selling products or services, soliciting donations or sponsorships, or any other means directly related to any business or organization. If your site has any of these, you will need a paid Jetpack Stats plan.
Since your site promotes a site selling books, this would mean your site is commercial, even if the entity selling books is a non-profit.
If you would like to use a free Jetpack Stats license, you may remove all of the commercial elements from your site and request reverification for a non-commercial license.

That’s too bad. Since it is a fansite and I just want to spread the works of the Foundation in question and I do it for free I wouldn’t categorize my website as commercial. Luckily I got an email right before you answered me about a free plugin from Independent Analytics which seems even better than yours, so this is goodbye to JetPack which I have been using for many many years.
