non-http links

I am sure I am not the first one to ask this question, but couldn’t come up with the right search to look for the possible thread.
I am noticing an interesting behavior in my WordPress installation where if I, as an Administrator, enter into a post some non-http href (e.g. test), the post is saved without any interference, but when a non-admin user (such as an Author) puts a link like that, the “foo://” part is substituted with “http://”.
In my scenario I’d like to be able to give my Authors the power to post some non-http links. Let me know. Thanks.
