I use phpAds for doing banner rotations. While it’s a bit ‘overkill’ in feature set, it’s one of the few systems that tracks and approximates the necessary ‘views’ of banners in order to hit the percentages you specify.

Hmm, I’ve created a small plugin that randomizes stuff (images, links, etc).

You *could* get the effect you’re wanting by inserting
– image1 5 times
– image2 3 times and
– image3 2 times
– …
