    youve been, or someone else has been, editing the wrong file.

    the index.php that coexists in the same directory as your wp-config.php does NOT get edited. Ever.

    Its not a theme file. themes live inside wp-content/themes/

    download the version of wordpress that you are using, extract the right index.php out of the archive and upload it to the directory that your wp-config.php is in.
