Please, check your PayPal account’s settings. If the IPN (Instant Payment Notifications) is not enabled on your PayPal account, it does not notify to your website about the payments, in whose cases the plugin does not generates the download links or send the notification emails to the buyers.
Note that for enabling the IPN is required to enter an URL, use the URL to your website’s homepage.
If the IPN is enabled on your PayPal account, please, check the IPN history, if the payment is into an status different to “Completed”, the plugin will not generate the download link or send the notification emails to protect the store against fraud.

I have check the IPN setting and enabled them. However, when I still do not get sent to the download page. I do receive messages.
When I used Microsoft Edge browser I got the message that the incorrect purchase ID was revived and to try again in 3 minutes.
