if you have the latest 1.3.1 make sure you refresh your browsers cache (Ctrl + f5) the javascript used to check the validation of captcha is a bit stubborn to update in your browser cache.

I’m using 1.3.1 and tried clearing cache, still not showing an error.
did you use ctrl + f5 on the contact page?
or do you have any kind of cache on wordpress? (like w3 total, etc).
as when your javascript is up2date you will get a popup box “Please validate captcha”
We added and tested this on several browsers (opera, chrome, IE) before releasing 1.3.1.
only thing i noticed during test is that the validation.js got stuck in my browser cache where it continued as before.. once i cleared my browser cache it worked without problems.

I see you got the correct script.
Seems you found a bug on detection when department / help topic selection isn’t enabled in the config.
We will make a quick fix for that soon.
in the mean time you can enable the department / help topic selection. once enabled it will validate captcha and message field properly.
I enabled it, but still does’t seem to be working.
hmm i don’t see it enabled on your contact form.
when enabled it should show you a selection box with departments and a selection box with help topics.
if it really doesn’t work you could try and de-activate + activate the plugin, but please be aware doing so requires a reconfiguration of all settings (incl db, captcha etc).
