It looks like you’re using the WooThemes provided plugin for Express Checkout instead of ours. As such, I cannot help you with that. If you enable ours instead I think you’ll get what you’re looking for provided you get the settings configured correctly.

You need to make sure PayPal Account Optional is also enabled in your PayPal account profile.
You can also try disable the option to “Use WordPress Locale Code” and see if that helps.
PayPal Account Optional is enabled from paypal.
I have unchecked the “Use WordPress Locale Code” option, i still need to create pp account to pay.

PayPal only provides the guest checkout for certain countries, so that’s why the locale code can sometimes effect it, too.
