The popup of Uniconsent is managed by a JS script. Try to disable also Asset Cleanup on the same page, because maybe AC is loading that script even if Uniconsent is disabled. If you have also other plugins that manage scripts (async, move to footer, combine…), disable them on that page.
After doing that clear again all the cache.
Are you able to disable other plugins on the privacy policy page? Do you have this issue only with Uniconsent?
Meanwhile, I will test Uniconsent on my testing installation to see if I have the same issue.

still me. I’ve right now tested Uniconsent, and I have no problems. I can deactivate it without problems on specific pages.
I suggest you follow the suggestions given in my previous comment.
