To display the notice on the cart page, you would need to navigate to WooCommerce > Settings > Amount Left for Free Shipping > Cart and enable the section.
With the free version of the Amount Left for Free Shipping plugin, you can’t display the notice on the checkout page. You would need to use the Pro version of the plugin for that.

I DID THAT and it is not working.
enabled everything possible for free version, nothing is shown…

In the plugin’s settings, under the Cart section, please try to change the value of Position option. Additionally, if the problem persists, please go to the the Manual min amount section and set the minimum amount for free shipping from there.
