I checked a couple of different mails just now with the newest version of WooCommerce. It is working ok for me: https://d.pr/i/bns26C
The mails are getting added as BCC. Could you try with: https://ww.wp.xz.cn/plugins/wp-mail-catcher/ and see if the mails are listed as BCC?
