    Not working in Guttenberg (has worked on classic sites).

    Here is what the Chrome inspector sees when it is configured for click activation and inserted as a block using the Popup Builder block.

    </div>

    If it matters, using Weaver Xtreme theme.

    As follow-up, I was able to hand-code a HTML block with the class for the pop-up. But the built-in block types are not working.
