This note will be sent to the user via email once the order status is set to “Completed.”
Just to confirm, have you tried setting the order status to “Completed” and checked the email sent to the user for that order? The note should appear before the subtotal section in the email sent to the user when the order status is updated to “Completed.”
If the order status is set to “Completed” and the notes still do not appear in the email, could you please share a screenshot of the note you added in the Advanced tab, as well as a screenshot of the email the user receives after the order status is changed to “Completed”?

By default, there is no option to show those notes before the order is complete. To achieve this, you would need to implement customization or use a plugin that fulfills these requirements.
