Yes, it is sent to the admin email of your WordPress. Not the “administrators” users.
The email is this:
‘admin_email’ – E-mail address of blog administrator
I checked the notification option and uploaded the CSV from frontend. But I didn’t receive the notification email. Do you know what may have happened?

Notifications are working. Maybe the problem is: mail is being sent, but you are filtering it.
You can check if mail is being sent using some kind of mail log plugin.

Is it possible to use the notification that WP sends on new user creation, instead of the hardcoded one with plaintext password?
(I’m using Better Notifications for WP plugin – and the Admin notification is working just fine.)

Yes you can use it. In “Email option” tab, choose to activate the default WP emails and also do not send emails created by plugin.
