I want to put notification so that if there is any new post on the website then subscribers will get notification of the new post. I have used the plugin but website speed starts to slow so please provide CSS code.

Notifications can not really be done using CSS. Chances are the speed issues are not due to a notifications plugin but rather due to sub-par hosting for the traffic your website is receiving.

That’s correct.

Used many plugins but website speed decreases.

It really depends of the plugin and also the traffic on your site. I suggest you to take a look at the plugins performance, and consider increasing your server resources.
