Notifications…

I have one question. Is there a possibility that the popup notification will appear even when I’m not on my site but I’m on google.com, wordpress.com… It would also be nice to see a notification when the browser is minimized, maybe in the form of a badge on the browser icon or something like that. A simple sound notification is not enough for me. Is something like that possible to implement? Thanks.
