No user upload

I try to set the setting to: no user upload.
But even W hen I set it to ‘No’ it still displays the upload-part

I have changed in the “ee-simple-file-list.php” the line under //Upload Vars into:

$eeAllowUploads = ‘No’

What did I do wrong or Forget to do?
