If you’re referring to the ACF Extended Advanced Validation Settings, then you don’t need an OR, you need an AND.

If value length != 10 AND value length != 13 then Display error

See screenshot. So the field only allows values of 10 or 13 characters.

Note that if you need an OR group, simply click on the “Add Validation” button to add a new group of rules (it’s the same as an OR).
