WordPress can’t help you with this because it happens before the software is installed.
Sorry but your reply is incorrect. The error occurs after WordPress is active and when I try to input the name of the domain.

This is not a view that WordPress creates itself. Unfortunately, I can’t see the URL you’ve accessed at all, which is why it’s difficult to assess it further. My guess is that some other software you are using is responsible for this. If it’s not WAMP, then it’s probably a WordPress plugin you use.
Interestingly, I can only find the text from the screenshot online in relation to Squarespace, another website tool. Do you perhaps use this? If they are, then this error message occurs because you are specifying a local domain, which of course cannot be reached by their services.
That is definitely a view that WordPress created, look at the URL and the logo on the page. As I said, no other software involved and the domain referenced is a local host resolved via DNS. Something is coming back to WordPress or it isn’t seeing something it expects. Either way this is a WordPress issue.

Omg, I missed the URL in the screeni earlier. This is from wordpress.COM. Read about the difference between wordpress.COM and ww.wp.xz.cn here:

If you end up there, you don’t create a local installation with ww.wp.xz.cn but try to log in to the modular system at wordpress.COM.
Since you want to carry out a local installation, after you have stored and unpacked the ZIP of ww.wp.xz.cn in your local server, you have to access the URL from your local hosting. So probably just “http://bmrc.test”. This should take you to the local installation setup.

A local installation of the package that you downloaded from ww.wp.xz.cn has no connection to wordpress.COM. If you are redirected to wordpress.COM when you access your local test domain “http://bmrc.test”, then it is probably due to your browser cache. Empty this or use another browser to get around this. When you call http://bmrc.test you should get to the installation routine of ww.wp.xz.cn – not to wordpress.COM.
However, you would really have to ask WAMP support how to store SSL (for “https://”) locally in your web server. This is done in the server configuration.
I really don’t think you are really understanding what is going on here, I used .org with Wampserver and got the error above. I switched to .com and tried to access a local host (which was the solution suggested by the .com support AI) and got the same error.
As I’m getting no useful help here or anywhere I have up on local hosting and I’m now using .com to host my test site.
