Offline payment – Order confirmation

I’m running a ticket sale with offline and PayPal-payment.
The users who opt for the offline option are somewhat confused as there isn’t an order confirmation page. After setting the payment option to “offline” and clicking the “check the cart”-button the system show a page informing the user that the cart is empty. From a technical point of view this message is quite correct as the order has gone through. The user however isn’t aware that the booking has been completed. In most cases this results in a double booking as they repeat the whole buying process.
I’m quite stumped by this. I seem to be unable to set an order confirmation text or page.
Is there anybody who can help me and point me in the right direction?
