Old index and not rebuilding

Hi all, i used this before on a site and don’t remember removing it, but i guess i may have done at some point.. However, i recently installed it again and the last build date is showing as March 2021. If i do a fresh build, then it says completed but the links aren’t active/ and the build date still says 2021.
Everything is up to date and i’ve tried deactivating other plugins, done table fixes etc but still no joy.

Any ideas?

EDIT: This was due to ‘under attack’ mode being enabled in cloudflare.
