Is there a way to omit the product fee after a user has purchased the item?

I have a meal prep site and want a one time container fee added to new orders only. I have added the product fee successfully, but do not want to keep charging it for users who have already purchased.

A one time fee per order, or per customer?

If per customer, you will need to write a little bit more custom code to check if the user has any previous orders or not.
