Only Install plugins

    Hi Kevin,

    I am trying to give a role the ability to ONLY install plugins but not be able to edit or activate any plugins. When I check the Install Plugin check box, the Plugins menu in the sidebar does not appear for that role. Only if I also check the Edit Plugins does it appear, but I do not wish to grant this role that capability.
