Only Postal Codes?

    Hi, I have to set different prices in the same district,
    so I inserted postal codes in those cases.
    Now the main shipping rule (with cities) is not working anymore,
    it seems that is necessary to insert postal codes too – but it’s impossible to insert postal codes of the whole nation.
    Please help.
