Options for the logo

I see that, depending on the size of the screen, the logo is either in the middle of the screen, or on top of the navigation bar. Where is this behavior encoded?

I would like to do the following (both):

– Decide myself the threshold for the screen dimension
– Use a different image for mobile

and then either one of these two:
– Enlarge the maximum dimensions of the logo
– Make the site description appear right of the logo (instead of under) for mobile

I’m not asking for detailed instructions (of course they would be welcome though). I have a child theme and I’ve customized some options already. But with the logo I really don’t know where to start, I’m a noob, and I can’t find the lines responsible for this.
