If I understand your question correctly you want to block order notification before verification?
You can do that from WooCommerce > Settings > Email Verification for WooCommerce
Prevent automatic user login Section and check Block “Thank you” page and Block customer order emails
Thank you. Unfortunately, despite selecting these options, an order message is still sent. Also, a custom redirect doesn’t work 🙁
