You can disable the “Failed order” notification from “WooCommerce > Settings > Emails” settings page, by clicking on the “Failed order” email, then disabling it within the settings for this email.
I have to ask, however, how would the customer know the order has failed, without getting the notification? Is there a particular reason you want to disable this?

on woocommerce>serttings>Emails i can only disable failed order email for admin,
the problem is when i receive a new order with product out of stock , the customer receive when the paiement is ok a first email “order pending” then he receive a sencond email “Failed order”. that’s why i want to disable the email “Failed order” to the customer.

The order status should only change to Failed status when a payment fails. If you’re using the inventory options under WooCommerce > Settings > Products > Inventory, then the products shouldn’t be able to be ordered if they’re out of stock.
