Order Items Panel Missing Actions dropdown

When going to Orders then looking at the Order Items panel, the heading as well as the Actions button are no longer there after updating to the most recent version of woocommerce 2.6.2

This has happened to each website I have updated to the latest version. Was it purposely removed or is there some other issue? A lot of useful Actions were in the dropdown menu.
