I activated plugin. Clicked all three option. Went to posts and reordered. It seems to have no effect. I am sure I am missing something basic. Theme is Moesia.

Possible your theme does not use standard WordPress queries per query indications https://codex.ww.wp.xz.cn/Class_Reference/WP_Query
I would check the theme section to make sure, as it should work fine.
