Orders Manually

You can create orders manually and the customer can pay through the payment link on the email they receive. You can read more here on this: https://woocommerce.com/document/managing-orders/#manually-adding-an-order

However, to find out which administrator created the order and filter out how many orders a specific user made – these features are not inbuilt into WooCommerce and will need to be custom made (which is beyond the scope of this forum).
