Page Anchors – Help

Hello, I’ve been having some difficulty finding a plugin for applying page anchors to the content. I’m not seeing this as a built in feature in WordPress. Please correct me if I’m wrong. I know how to insert them via the html, but the problem is the client is managing their content and they want to be able to do this themselves. I searched the plugins but I’m having trouble finding something. Ideally, there would be a plugin that is inserted into the formatting bar inside the pages (where the kitchen sink, bold… buttons reside). Is anyone aware of a plugin for this?
