Page cache expiry

Hi. I was hoping someone here could help me with configuring my page cache settings to automatically expire after a certain amount of time. Let’s say I want every cached page to be re-cached from scratch every hour regardless if any posts/pages have been created/updated. Where do I find this setting? I’ve tried setting the “Garbage collection interval” but after do some testing, pages do not not get re-cached after that amount of time.

Can this be done in W3 Total Cache? If so, what am I missing?
