Could you please add the shortcode on a blank Visual Composer page?
The issue you’re describing could be a conflict between multiple elements you have on the page you’re testing, so let’s try to isolate the issue a little bit further.

I did try it on a blank page before posting here. In the editor it shows up once. But when viewing the actual page, it doubles everything but the header and footer.
I would be comfortable with giving you access to the site if needed for debug purposes.
Alright, this sounds really odd. Do you have the latest version of WP, and both plugins installed?
