Page jump when editing shortcode in Visual Editor

Howdy,

This issue occurs when editing shortcodes in the visual editor. It was first found on a site hosted on WpEngine. I have reproduced it on a fresh install of wordpress in a local environment through MAMP Pro without any plugins with the 2016 theme. The issue is only present in webkit browsers.

Steps to reproduce:

1. edit ‘Sample Page’ as it is when wp is first installed
2. Add Media -> upload photos to media library
3. Add two galleries
4. click ‘Edit’ on the first gallery
5. dismiss the modal
6. click ‘Edit’ on the second gallery and the page jumps like you’ve clicked on an empty link
   <a href="#"></a>

It is possible to edit the second gallery by clicking on another part of the page before clicking on the second gallery.

The example is trivial but the issue means that several of our sites that rely on Shortcake with our custom shortcodes are significantly affected.

The issue was not present on the fresh install before updating to 4.5.1.
