Page Template Dropdown

Good Morning,

I recently installed WP and when selecting the NEW PAGE link the template drop down is not present. I have tried to use the last two default themes and get the same result. The only plugins present are the two that are installed automatically with WP.

I tried to create a custom template as well but that did not show up either. Ultimately my main question is how / what do I do to cause the template drop down to display. Any help will be appreciated!
