Pagespeed Mobile Score Issue with CSS

Trying to improve mobile scores for Pagespeed (desktop is acheiving all green 90-100 scoring otherwise).

– this is odd, site loads instantly for me via desktop, mobile on multiple networks.Render blocking requests Est savings of 3,640 ms …please see link above.

Thanks, tried to enable QC but got this:

QUIC.cloud’s access to your WP REST API seems to be blocked.I think it may have been caused by this plugin:
https://ww.wp.xz.cn/plugins/admin-site-enhancements/I disabled it for now (although REST API was enabled in it before).

If I repeat the test, it fluctuates between 40’s and 90’s on mobile score.
Any idea why?
