The working of pagination depends on the number you have added on Blog pages show at most, i.e. if you have set 10 Blog pages show at most then the pagination will work if there are more than 10 post on your site. Hope you are clear on this.

You can visit Settings -> Reading -> Blog pages show at most and add the required number as you required for your site.
