There is a Pagination Block – but it only shows up if you have the Query Loop block selected. See my reply here:

Sure. I have another issue with pagination URLs. Pagination URL does not appear as /page/2. Instead it has /?query-14-page=2 at the end of the URL. Can you please tell me how to change it to /page/2 ?
The Theme has no control over that.
The Query Loop block and its code is controlled by WordPress core. You would need to ask in the general WP forums.
