The limit to 9 items can be set with the input field for “Number of posts to show”.
Recent Posts Widget With Thumbnails does not provide the pagination feature but my paid plugin Ultimate Post List Pro can help you achieve this goal. Maybe it’s worth giving it a try?
Right, when I do that it limits to 9 without displaying pages at the bottom to show the next page of 9. Does that make sense? It does not give them the option of seeing the “next 9” on page 2

@deniseharker Yes, there is no option to see the next x items. But this is possible with Ultimate Post List Pro. I hope that my plugin will help you even without this feature.
