Probably the only solution would be GeoMarketplace
However he would have to create the list as text or pdf file… I don’t see any other easy way to do this.

An author would be able to create a “tour”, a list of places published as a set that can be purchased.
This would allow multiple tours to be created. Options to sell or rent each set.
It would have to be more than text or pdf, must have embedded media content in a page.
Could PaidMembershipsPro create access to a list, content being private unless access is given/paid?
A membership level itself could be a tour if it had assignable rights to a folder/category/something?
Lists of places can be created with our premium list manager addon. A third party plugin would be needed to control read access, yes.
I’m looking at Content Settings in PaidMembershipPro, and it just shows wp categories.
Is there a bridge so that it could recognize WPGeo content?
Before barking up other developer’s trees I want to ask if there is anything you see on your end that is helpful or that might be an issue.

Trying add-ons from Paid Memberships Pro, but none are working to limit access to wpgeo content.
Shortcodes do not seem to be usable in places.
Layout in places doesn’t use block editor, which would be an option.
Any ideas how to get places recognized for assignment to member level?
