Try checking with your hosting if they have a heavy server load. I think it’s more connected to your hosting than to your website, unless you are on a shared hosting server and the plugins or the theme you are using are making a slow queries to the database that made the server insulate your website and give it a lower resources to not cause problem to the rest of the other website which is a very common problem on shared hosting.

However, I have 2 host accounts from this host and http://www.ifreelancedigitaldesign.co.uk/ runs so very badly and on the other account http://development.scottishpancreasresearch.org/wpcms/ it runs perfect and the runs ALL aspects of WP, Themes and Plugins very very well.
Note the Comparison link http://gtmetrix.com/compare/jcqJUiXu/QeR5Q3Mj and yet this “gtmetrix” grades them very differently.
So, I am sorry to say I can rely on this gtmetrix to show up the issues.

Try to troubleshot the problem from zero.
Before doing anything backup your website and your database
1- Delete your files and database and re-install WordPress with only the necessary files (Without any extra plugins and/or themes).
2- Create a new database for the new installation.
3- Try testing your website speed with one of the following websites:

https://developers.google.com/speed/pagespeed/insights
http://gtmetrix.com/
