Parent Functions should be pluggable

    Hello, just started using the theme, and I was doing some customization on the site by creating a child theme.

    Basically, wanted to change the default nav bar style on flaty theme option. So I was trying to update the function wp_bootstrap_starter_bg_class(). But I found that the function is not pluggable in the parent theme.

    So, have you guys intentionally didn’t made it pluggable? or are planning to do so?
