That’s the first thing I did when I encountered the error: I deleted and re-installed the plugin from scratch, using the latest available version (3.0.5). I will post the error in the official plugin forum, as suggested. Thanks.

Looks like this plugin requires PHP5.1 as it’s using Type hinting in the declaration of the function in question. ( http://plugins.trac.ww.wp.xz.cn/browser/wp-security-scan/trunk/libs/functions.php#L481 )
You should Really consider getting your host to upgrade to PHP 5.2+, as that’ll satify this plugins needs, many other plugins needs, and WordPress 3.2+ compatibility.
I installed, then got this immediately after activation:
Parse error: syntax error, unexpected ‘<‘ in /home/vegaswi5/public_html/wp-content/themes/wp-clear/index.php on line 3
I deactivated and uninstalled. I rebuilt the .htaccess file. Nothin’. I still have full access to my admin area, but the site itself cannot be seen.

In addition – I also changed themes and deactivated all plugins. No change.
Update: I reinstalled the theme and that seemed to clear it up.
