For the first one, did you change something in that functions.php file? You should not be making changes to the default theme except in a child theme – http://codex.ww.wp.xz.cn/Child_Themes.

But to fix the error, you can download a new copy of the theme to your local computer from here:

http://ww.wp.xz.cn/support/theme/twentythirteen

Then using FTP or other file manager your host provides, replace that file – find it here:

wp-content
     themes
         twentythirteen
              functions.php - REPLACE THIS FILE
